银发数字游民的兴起与治理挑战——基于数字鸿沟理论的规范性思考

The Rise and Governance Challenges of Silver-Haired Digital Nomads—A Normative Thinking Based on the Digital Divide Theory

摘要: 应对老龄化与数字化融合下银发数字游民兴起带来的治理难题，弥补该新兴群体的研究空白，为老年数字融入与银发经济规范发展提供理论与实践参考。以数字鸿沟理论为核心分析框架，结合积极老龄化、社会支持理论，采用文献梳理与规范分析方法，界定核心概念、梳理研究脉络，剖析群体兴起逻辑、特征与治理挑战。银发数字游民是人口转型、技术适老、需求升级的产物，具备数字能力分层、跨地域流动、康养数字融合等特征，面临数字鸿沟叠加、流动服务失衡、权益保障缺失、社会融入不足四大治理挑战。需构建数字赋能、服务适配、制度保障、协同治理的四维体系，分层弥合数字鸿沟，完善跨域服务，筑牢权益底线，推动银发数字游民有序发展与老年群体数字包容。

Abstract: To tackle the governance dilemmas triggered by the rise of silver digital nomads under the integration of population aging and digitalization, this paper fills the research gaps regarding this emerging group and delivers theoretical and practical references for the digital inclusion of the elderly and standardized development of the silver economy. With digital divide theory as the core analytical framework, integrated with active aging theory and social support theory, this study adopts literature review and normative analysis to define core concepts, sort out the research evolution, and dissect the formation logic, group characteristics and governance challenges of silver digital nomads. Silver digital nomads are a product of demographic transition, age-friendly technological innovation and escalating elderly demands. Characterized by stratified digital proficiency, cross-regional mobility and the integration of digital technologies with health and elderly care, this group faces four prominent governance challenges: compounded digital divides, imbalanced mobile public services, inadequate protection of rights and interests, and insufficient social integration. It is necessary to construct a four-dimensional system covering digital empowerment, customized elderly services, institutional safeguards and collaborative governance. This system can bridge digital divides by hierarchical intervention, optimize cross-regional service supply, consolidate the baseline of elderly rights protection, and facilitate the sound development of silver digital nomads as well as universal digital inclusion for the elderly.
