民族地区银发经济发展研究——以雷山县为例

Research on the Economic Development of Silver Hair in Ethnic Areas—Taking Leishan County as an Example

摘要: 本文以贵州省雷山县为例，分析民族地区银发经济发展的现实基础与制约因素，挖掘苗医药康养与民族文化资源的产业转化潜力，探索将老龄化挑战转化为经济增长新动能的路径。本文从需求端与供给端两个维度，系统梳理雷山县发展银发经济的优势与问题。雷山县具备自然生态、苗医药文化、旅游品牌、非遗资源、文体旅融合、政策支持六大优势，但面临老年群体消费能力有限、产业规模偏小且产业链未成型、专业人才匮乏、区域发展不均等突出问题。于是，要推动雷山县银发经济高质量发展，需从激活消费潜力、壮大产业规模、破解人才瓶颈、优化区域布局四个维度协同发力，将民族文化与生态优势转化为康养产业竞争力，走出雷山县银发经济独特的发展之路。

Abstract: Taking Leishan County in Guizhou Province as an example, this paper analyzes the practical foundation and constraining factors of the development of the silver economy in ethnic regions, explores the industrial transformation potential of Miao medicine healthcare and ethnic cultural resources, and investigates ways to turn the challenges of aging into new drivers of economic growth. From the perspectives of both demand and supply, this paper systematically reviews the advantages and issues in developing the silver economy in Leishan County. Leishan County has six major advantages: natural ecology, Miao medicine culture, tourism brands, intangible cultural heritage resources, integration of culture, sports, and tourism, and policy support. However, it faces prominent issues such as limited consumption capacity among the elderly, small industry scale with an unformed industrial chain, shortage of professional talent, and uneven regional development. Therefore, to promote high-quality development of the silver economy in Leishan County, efforts need to be coordinated across four dimensions: activating consumption potential, expanding industry scale, overcoming talent bottlenecks, and optimizing regional layout. By transforming ethnic cultural and ecological advantages into healthcare industry competitiveness, Leishan County can carve out a unique path for the development of its silver economy.
