文旅融合背景下西安市乡村老年人力资源开发路径

Pathways to the Development of Rural Elderly Human Resources in Xi’an under the Context of Cultural and Tourism Integration

摘要: 在文旅融合背景下，西安市凭借丰富的历史文化、生态康养与农业体验资源，为乡村老年人力资源开发提供了广阔空间。乡村老年人依托深厚的乡土知识与经验技能，具备独特的人力资本优势。西安市在乡村老年人力资源开发中仍存在政策协同不足、观念认知存在局限、培训体系不健全等问题。因此，应加强基层服务阵地建设，创新用工合作模式，拓展适老化文旅岗位，构建分层分类的培训体系，健全政策支持与劳动权益保障机制，推动乡村老年人力资源与文旅产业深度融合，实现老年人自我价值、乡村产业振兴与文旅品质提升的协同发展。

Abstract: Against the backdrop of cultural and tourism integration, Xi’an, with its rich historical and cultural resources, ecological wellness offerings, and agricultural experience assets, provides extensive opportunities for the development of the rural elderly human resources. Rural seniors, leveraging their profound local knowledge and experiential skills, possess unique human capital advantages. However, in the development of rural elderly human resources, Xi’an still faces challenges such as insufficient policy coordination, limitations in perception and cognition, and an inadequate training system. Therefore, it is necessary to strengthen the construction of grassroots service platforms, innovate employment cooperation models, expand age-friendly cultural and tourism positions, establish a tiered and categorized training system, and enhance policy support along with mechanisms for protecting labor rights. These efforts aim to promote the deep integration of rural elderly human resources with the cultural and tourism industry, thereby achieving synergistic development in the realization of elderly individuals’ self-worth, rural industrial revitalization, and the enhancement of cultural and tourism quality.
