测绘技术支撑下国土空间规划与土地管控协同研究

摘要: 在国土空间治理现代化建设的大背景下,国土空间规划与土地精细化管控的协同融合是破解土地资源粗放利用、空间布局混乱、管控落实不到位等问题的核心路径。测绘技术作为国土空间数据获取、分析、更新的核心手段,为规划编制、落地实施、动态管控全流程提供精准技术支撑。本文结合协同治理、数字治理理论,系统梳理国内外相关研究现状,明确当前研究缺口与核心问题,界定核心概念并阐释二者协同逻辑,细化遥感、GIS、实景三维、北斗定位等技术的应用模型与实现逻辑,从数据融合、技术赋能、机制完善、动态监管四个维度构建协同发展体系。以山东菏泽成武县为实证案例开展验证,结合县域实践数据论证模式有效性。研究表明,现代测绘技术可实现国土空间全要素、全周期、高精度管控,打通规划与管控的多重壁垒,助力土地资源优化配置,为县域国土空间精细化、智能化、规范化管理提供理论与技术参考。
Abstract: In the context of modernization of national spatial governance, the coordinated integration of national spatial planning and refined land control is the core path to solve problems such as extensive use of land resources, chaotic spatial layout, and inadequate implementation of control. Surveying and mapping technology, as the core means of acquiring, analyzing, and updating national spatial data, provides precise technical support for the entire process of planning, implementation, and dynamic control. This article combines the theories of collaborative governance and digital governance, systematically reviews the current research status at home and abroad, clarifies the research gaps and core issues, defines core concepts, and explains the collaborative logic between the two, refining remote sensing GIS. The application models and implementation logic of technologies such as real-time 3D and Beidou positioning are used to construct a collaborative development system from four dimensions: data fusion, technological empowerment, mechanism improvement, and dynamic supervision. Using Chengwu County in Heze, Shandong Province as an empirical case to verify the effectiveness of the model, combined with county-level practical data. Research has shown that modern surveying and mapping technology can achieve full element, full cycle, and high-precision control of national land space, break down multiple barriers between planning and control, help optimize the allocation of land resources, and provide theoretical and technical references for the refined, intelligent, and standardized management of county-level national land space.
