新质生产力背景下辽宁渔业现代化发展路径研究

Research on the Development Path of Fishery Modernization in Liaoning Province under the Background of New Quality Productivity

摘要: 新质生产力的发展为渔业现代化转型注入了科技化、绿色化、智能化发展动能，辽宁作为我国渔业大省，依托丰富的海洋与淡水渔业资源，在渔业产量提升、设施升级等方面取得阶段性成效，但也面临技术创新转化不足、产业结构失衡、绿色发展滞后、服务体系不健全等问题。本文基于新质生产力发展要求，系统分析辽宁渔业现代化发展现状，剖析核心发展瓶颈，并从技术创新、产业升级、绿色转型、服务优化四个维度提出针对性路径，以期为辽宁渔业借助新质生产力实现高质量现代化发展提供理论参考与实践指引。

Abstract: The development of new quality productivity injects scientific, green and intelligent momentum into the modernization transformation of the fishery industry. As a major fishery province in China, Liaoning has achieved phased results in increasing fishery output and upgrading facilities by relying on abundant marine and freshwater fishery resources. However, it also faces problems such as insufficient transformation of technological innovation, unbalanced industrial structure, lagging green development, and inadequate service systems. Based on the requirements of new quality productivity, this paper systematically analyzes the current situation and core bottlenecks of fishery modernization in Liaoning, and proposes targeted paths from four dimensions: technological innovation, industrial upgrading, green transformation and service optimization. It aims to provide theoretical reference and practical guidance for Liaoning’s fishery to achieve high-quality modernization driven by new quality productivity.
