老龄化背景下健康养老需求与公共资源配置协调发展研究

Research on the Coordinated Development of Health Pension Demand and Public Resource Allocation under the Background of Aging

摘要: 我国人口老龄化进程持续加快，城市老年人口规模不断扩大，健康养老需求呈现医疗刚性化、照料精细化、精神需求多元化的显著特征。当前城市健康养老公共资源配置存在供需结构失衡、医养融合深度不足、专业人才短缺、资源利用效率偏低、多元协同机制不健全等突出问题，难以匹配老年群体多层次、高品质的养老需求。本文基于需求特征与经济驱动机制分析，系统梳理城市健康养老公共资源配置的现实困境，从需求导向优化资源布局、深化医养全周期融合、强化人才与标准建设、智慧化赋能多元协同四个维度，提出健康养老需求与公共资源配置协调发展的实现路径。研究旨在为完善城市健康养老服务体系、提升公共资源配置效率、推动养老事业高质量发展提供理论参考与实践依据。

Abstract: China’s population aging process is accelerating, and the scale of urban elderly population is expanding continuously. The health pension demand presents remarkable characteristics of rigid medical demand, refined care demand and diversified spiritual demand. At present, the allocation of urban health pension public resources has prominent problems such as unbalanced supply and demand structure, insufficient in-depth integration of medical care and pension, shortage of professional talents, low efficiency of resource utilization and imperfect multi-coordination mechanism, which are difficult to match the multi-level and high-quality pension demand of the elderly group. Based on the analysis of demand characteristics and economic driving mechanism, this paper systematically sorts out the practical dilemmas of urban health pension public resource allocation, and puts forward the realization paths for the coordinated development of health pension demand and public resource allocation from four dimensions: optimizing resource layout guided by demand, deepening the full-cycle integration of medical care and pension, strengthening talent and standard construction, and empowering multi-coordination with intelligence. The research aims to provide theoretical reference and practical basis for improving the urban health pension service system, improving the efficiency of public resource allocation and promoting the high-quality development of pension undertakings.
