大连市海岛渔村振兴路径研究

Research on the Revitalization Paths of Island Fishing Villages in Dalian City

摘要: 本文以大连市海岛渔村为研究对象，聚焦海岛渔村振兴的内在关联，旨在探索北方海岛渔村可持续发展路径。首先剖析二者逻辑关系，明确生态保护是振兴基础、渔村振兴为生态保护提供支撑，协同共生是核心目标。随后结合实地调研，阐述大连海岛渔村分布、产业支柱及近年政策推动下的发展成效，同时指出其面临的生态承载压力大、产业结构单一、基础设施适配性不足、渔家文化传承断层四大核心困境。基于此，从构建“生态 + 产业”融合体系、完善生态保护与补偿机制、升级基础设施与公共服务、活化渔家文化传承四个维度，提出针对性振兴路径。研究可为大连市政府制定海岛发展政策提供决策参考，也为北方同类海岛渔村振兴提供可复制的实践经验，助力北方沿海地区实现生态、经济与社会效益的协同统一。

Abstract: This paper takes island fishing villages in Dalian as the research subject, focusing on the internal relationship between ecological protection and the revitalization of island fishing villages, and aims to explore sustainable development paths for island fishing villages in northern China. It first analyzes their logical correlation, clarifying that ecological protection serves as the foundation for revitalization, while the revitalization of fishing villages in turn underpins ecological protection, with coordinated coexistence as the core goal. Combined with field investigations, this paper elaborates on the distribution, pillar industries and policy-driven development achievements of Dalian’s island fishing villages. It also identifies four major dilemmas, namely excessive ecological carrying capacity, a simplistic industrial structure, inadequate supporting infrastructure, and the inheritance rupture of fishing village culture. Targeted revitalization paths are proposed from four dimensions: building an integrated “ecology + industry” system, improving ecological protection and compensation mechanisms, upgrading infrastructure and public services, and revitalizing the inheritance of fishing village culture. This research can provide decision-making references for Dalian Municipal Government to formulate island development policies and offer replicable practical experience for similar island fishing villages in northern regions, so as to facilitate the coordinated development of ecological, economic and social benefits across coastal areas of northern China.
