Research on Secrecy Management Mechanism of Documents in the Whole Process of Bidding and Procurement for Power Grid Enterprise

摘要: 本文梳理招标采购全流程文件资料保密管理现状，并借鉴相关保密管理理论，构建电网企业招标采购全流程文件资料保密管理总体框架，围绕职责、方法、流程、管控和技术等维度，形成科学规范的文件资料保密管理机制实施建议，进而强化电网企业招标采购全流程文件资料的保密管理能力，有效提升业务文件保密管理的合规水平，预防保密风险发生，为电网企业提供招标采购合规服务保障奠定基础。

Abstract: The paper combs the current situation of document confidentiality management in the whole process of bidding and procurement, and draws lessons from relevant confidentiality management theories to construct the overall framework of document confidentiality management in the whole process of bidding and procurement in power grid enterprises, and forms a scientific and standardized document confidentiality management mechanism around the dimensions of responsibility, method, process, control and technology; and then strengthen the confidentiality management ability of documents and materials in the whole process of bidding and procurement of power grid enterprises, effectively improve the compliance level of confidentiality management of business documents, prevent the occurrence of confidentiality risks, and lay a foundation for power grid enterprises to provide compliance service guarantee for bidding and procurement.
