双碳下江苏绿色供应链困境与优化路径
The Dilemma and Optimization Path of Jiangsu’s Green Supply Chain under the Dual Carbon Goals
摘要: 在“双碳”战略全面引领下,绿色供应链既是区域经济绿色转型的核心支撑,也是制造业与物流大省实现低碳高质量发展的关键抓手。本文以江苏省为研究对象,结合国内外绿色供应链发展经验与前沿实践,通过政策深度解析、多地实地调研、海量数据比对分析,系统梳理全省绿色供应链体系建设的阶段性成效与发展根基,精准剖析政策协同、主体动力、区域均衡、标准技术等维度的深层次突出问题。依托系统动力学与多主体建模方法,构建贴合江苏产业特色的绿色供应链政策仿真框架,提出“机制协同–企业赋能–区域统筹–标准引领”四维优化路径,为江苏破解绿色供应链转型堵点、推动全链条降碳增效、助力长三角区域协同降碳,提供扎实的理论参考与可落地的实践方案。
Abstract: Based on the strategy of “double carbon” comprehensive guidance, the core of green supply chain is not only the regional economic transformation, and manufacturing and logistics province realize the key to the development of low carbon high quality gripper. This article takes Jiangsu Province as the research object, combines the development experience and cutting-edge practices of green supply chains at home and abroad, and through in-depth policy analysis, on-site investigations in multiple places, and massive data comparison and analysis, systematically sorts out the phased achievements and development foundation of the province’s green supply chain system construction, and precisely analyzes the deep-seated prominent problems in dimensions such as policy coordination, main driving force, regional balance, and standard technology. Relying on system dynamics and multi-agent modeling methods, a policy simulation framework for green supply chains that suits the industrial characteristics of Jiangsu is constructed. A four-dimensional optimization path of “mechanism coordination—enterprise empowerment—regional coordination—standard guidance” is proposed to help Jiangsu solve the bottlenecks in the transformation of green supply chains, promote carbon reduction and efficiency improvement throughout the entire chain, and assist in the coordinated carbon reduction in the Yangtze River Delta region. Provide solid theoretical references and practical solutions that can be implemented.
