“双减”背景下乡村小学课后服务的现实困境与优化路径

Realistic Dilemmas and Optimization Paths of After-School Services in Rural Primary Schools under the Background of the “Double Reduction” Policy

摘要: 课后服务是落实“双减”政策、补齐义务教育短板、促进学生全面健康发展的重要民生举措，也是完善乡村教育体系、缩小城乡教育差距的重要抓手。乡村小学在落实课后服务的过程中虽取得了一定成效，但受校内外双重因素的制约，乡村小学课后服务难以实现高位均衡发展。本文基于校内外双重制约因素的视角，分析其发展困境并构建根植乡土、充满内生活力的乡村小学课后服务体系。

Abstract: After-school care services are a vital public welfare measure to implement the “Double Reduction” Policy, shore up weak links in compulsory education, and foster the comprehensive and healthy development of students. They also act as a crucial instrument for optimizing the rural education system and bridging the urban-rural education gap. While rural primary schools have yielded tentative achievements in delivering after-school services amid the policy implementation, constrained by intertwined internal and external factors, their after-school services are hindered from realizing high-level balanced development. From the dual constraint perspective of inside and outside school, this paper dissects the practical development dilemmas and proposes to construct an endogenous and dynamic after-school service system rooted in local rural resources for rural primary education.
