智慧养老背景下社会工作介入老年人数字鸿沟问题研究

Research on Social Work Intervention in the Digital Divide among Older Adults in the Context of Smart Senior Care

摘要: 在人口老龄化持续深化与智慧养老服务全面推广的双重语境下，智能技术与养老服务的深度融合重塑了老年群体的生活方式与服务获取路径。老年群体与数字技术之间的适配性失衡，催生了接入鸿沟、使用鸿沟、信任鸿沟等多重数字排斥现象，不仅阻碍老年人共享智慧养老发展成果，更制约了积极老龄化战略的落地实效。社会工作以增能、社会支持为核心支撑，具备精准对接老年群体需求、整合多元服务资源、构建系统性支持体系的专业优势，成为弥合老年人数字鸿沟的重要载体。本文基于文献研究与逻辑分析，阐释智慧养老与老年人数字鸿沟的核心内涵，剖析智慧养老场景下老年数字鸿沟的具体表征与深层成因，探索社会工作介入老年人数字鸿沟的专业路径与实践模式，反思当前介入实践中的现实困境，提出优化策略，为推动老年群体数字融入、完善智慧养老服务体系、实现老年数字包容提供理论参考与实务指引。

Abstract: Against the backdrop of deepening population aging and booming smart senior care, the integration of intelligent technology and elderly care has transformed older adults’ lifestyles and service access. The mismatch between aging groups and digital technologies triggers multi-dimensional elderly digital exclusion, including access, usage and trust divides. It not only prevents the elderly from benefiting from smart senior care, but also impedes the implementation of active aging strategies. Grounded on empowerment theory, social support theory and ecological systems theory, social work has unique professional strengths in elderly needs assessment, resource integration and systematic support construction, which enables it to effectively bridge the elderly digital divide. On the basis of literature review and logical analysis, this paper clarifies the connotations of smart senior care and elderly digital divide, analyzes the divide’s manifestations and causes, and explores the practical paths and models of social work intervention. It also reflects on existing practical dilemmas and puts forward optimization strategies. This study aims to provide theoretical and practical references for advancing elderly digital inclusion, improving smart senior care systems and building a digitally age-friendly society.
