人口老龄化背景下养老金融支持银发经济高质量发展的路径研究

Research on the Path of Pension Finance Supporting the High-Quality Development of the Silver Economy against the Background of Population Aging

摘要: 人口老龄化持续加深，银发经济作为满足老年群体多元需求的新兴产业体系迎来重要机遇。养老金融通过资金积累、资源配置、风险分散与需求释放，能够为银发经济提供关键支撑。本文立足我国老龄化实际，系统梳理养老金融与银发经济发展现状，揭示二者协同的内在逻辑。研究发现，当前养老金融支持银发经济仍面临政策协同不足、产品供需错配、融资渠道不畅、风险防控机制不健全等制约。据此，提出建立跨部门协同机制、分层分类产品开发、多层次融资支持体系及全链条监管与消费者保护等建议，以推动养老金融更好助力银发经济高质量发展。

Abstract: As population aging deepens, the silver economy, an emerging industrial system addressing older adults’ diverse needs, faces major opportunities. Pension finance supports this economy through capital accumulation, resource allocation, risk diversification, and demand stimulation. Reviewing China’s current developments, this paper reveals the internal logic for their coordinated growth. It finds that pension finance is constrained by weak policy coordination, supply-demand mismatches, limited financing channels, and inadequate risk controls. Accordingly, it proposes establishing cross-departmental coordination, developing tiered products, building multi-level financing, and strengthening regulation and consumer protection to better enable pension finance to drive high-quality silver economy growth.
