数字赋能乡村治理的路径构建研究

摘要: 数字技术赋能为推动乡村治理共同体的构建提供了新的契机，乡村治理数字化转型是推动乡村振兴战略、缩小城乡发展差距，助力我国乡村治理现代化进程的必由之路。只有以马克思关于共同体的理论为引领，从“现实的人”出发，强调人的自由全面发展，才能构建出适应地方实际的数字乡村治理共同体。但是，数字乡村治理共同体的建构仍面临着公共价值旁落、弱势群体参与边缘化、制度监管滞后等一系列问题。面对上述问题，可通过创新数字乡村治理共同体的团结机理、构建人本导向的多元参与体系、强化数字治理的协同与安全保障等，促进技术逻辑与人文逻辑的融合，推动数字乡村治理共同体构建的健康发展。

Abstract: Digital technology empowerment provides a new opportunity to promote the construction of rural governance community. The digital transformation of rural governance is the only way to promote the strategy of rural revitalization, narrow the gap between urban and rural development, and help the modernization of rural governance in China. Only by taking Marx’s theory of community as the guide, starting from “real people” and emphasizing the free and comprehensive development of human beings, can we build a digital rural governance community that adapts to local reality. However, the construction of digital rural governance community still faces a series of problems, such as the decline of public value, the marginalization of vulnerable groups’ participation, and the lag of institutional supervision. In the face of the above problems, we can promote the integration of technical logic and humanistic logic and promote the healthy development of the construction of digital rural governance community by innovating the unity mechanism of digital rural governance community, building a people-oriented multi-participation system, and strengthening the coordination and security of digital governance.
