智慧养老社区的数字鸿沟弥合路径研究——基于成都市成华区的案例

摘要: 在人口老龄化与数字化转型的时代背景下,如何弥合老年人的数字鸿沟、提升其数字健康素养,正在成为智慧养老事业发展的核心挑战。本研究聚焦智慧养老社区,以成都市成华区为典型案例,探讨数字健康素养提升与数字鸿沟弥合问题。研究发现,尽管相关政策与技术供给不断完善,但实践中仍存在“重技术、轻视人”的现象,老年人的真实需求无法与其能力适配,导致政策的“最后一公里”服务效能不足,甚至可能产生资源浪费与数字排斥现象。缓解现实困境的关键在于推动技术赋能向以人为本的内在赋能转型,构建以老年人需求为中心、供给侧适老化创新,家庭、社区、政府、社会多方协同的治理支持体系。基于案例研究,本文提出系统性的对策框架,旨在为智慧养老的包容性发展提供实践参考。
Abstract: Against the backdrop of population aging and digital transformation, bridging the digital divide among older adults and enhancing their digital health literacy have become core challenges in the development of smart senior care. This study focuses on smart senior care communities and takes Chenghua District, Chengdu, as a typical case to explore the improvement of digital health literacy and the bridging of the digital divide. The findings reveal that, despite continuous improvements in relevant policies and technological provisions, there remains a prevalent issue of “prioritizing technology over people” in practice. The actual needs of older adults are not well aligned with their capabilities, leading to insufficient service efficacy in the “last mile” of policy implementation, and potentially resulting in resource waste and digital exclusion. The key to alleviating these practical dilemmas lies in shifting from technology-driven empowerment to a human-centered, intrinsic approach to empowerment. Based on the case study, this paper proposes a systematic framework of countermeasures aimed at providing practical references for the inclusive development of smart senior care.
