基于赋能地方产业发展的纺织服装高校多校区办学模式与管理策略
Multi-Campus Governance Models and Management Strategies of Textile and Apparel Universities Based on Empowering Local Industrial Development
摘要: 在新质生产力培育、地方产业提质升级和青年发展型城市建设同步推进的背景下,纺织服装特色高校的多校区办学已不再只是办学空间扩展问题,而是高校服务区域产业、促进青年发展和参与城市治理的重要组织方式。本文以浙江理工大学临平校区为案例,结合杭州市临平区青年发展型城区建设、青年政策和“算力驱动人工智能、绿色领航新能源装备、数智赋能纺织服装”的产业发展方向,分析纺织服装高校多校区办学赋能地方产业发展的内在逻辑、现实基础、主要问题和管理策略。研究认为,临平校区具有贴近地方时尚产业、纺织服装产业和青年人口集聚空间的区位优势,可通过“主校区基础支撑–临平校区产业嵌入–地方平台协同转化”的模式,构建学科链、人才链、创新链和城市青年服务链的耦合机制。但当前仍需处理校区功能定位、资源配置、校地协同、青年发展服务和绩效评价等方面的治理难题。未来应以地方产业需求为牵引,以青年发展型城市建设为制度场景,完善跨校区一体化治理、产教融合平台、青年创新创业支持、校城空间共享和多元评价机制,推动纺织服装高校从“多点办学”走向“多校区协同赋能”。
Abstract: Against the background of cultivating new quality productive forces, upgrading local industries, and building youth-development-oriented cities, multi-campus governance in textile and apparel universities is no longer merely an issue of spatial expansion. It has become an organizational mechanism through which universities serve regional industries, support youth development, and participate in urban governance. Taking the Linping Campus of Zhejiang Sci-Tech University as a case, this paper examines how a textile and apparel university can empower local industrial development through multi-campus operation. The analysis is situated in Linping District’s youth-development-oriented city construction, youth policy agenda, and industrial upgrading direction, including computing power-driven artificial intelligence, green-led new energy equipment, and digital-intelligent empowerment of textile and apparel industries. The study argues that the Linping Campus has strategic advantages because it is close to local fashion industries, textile and apparel clusters, and youth-concentrated urban spaces. A feasible model is to form a coordinated mechanism of “main-campus foundational support, Linping-campus industrial embedding, and local-platform collaborative transformation”, thereby linking disciplinary resources, talent cultivation, innovation transfer, and youth services. The campus can also function as a public interface connecting university education with youth entrepreneurship, adolescent career enlightenment, community cultural services, and urban innovation platforms. However, governance challenges remain in campus functional positioning, resource allocation, university-local government coordination, youth development services, and performance evaluation. The paper proposes that local industrial needs should guide campus development, while youth-development-oriented city construction should provide the institutional context. Universities and local governments should improve integrated cross-campus governance, industry-education platforms, youth entrepreneurship support, campus-city space sharing, and multi-dimensional evaluation systems. In this way, textile and apparel universities can move from multi-site operation to coordinated multi-campus empowerment.
