数智技术赋能银发经济发展的内在逻辑、现实掣肘与实践进路

The Internal Logic, Practical Constraints, and Practical Pathways of Digital Intelligence Technology Empowering the Silver Economy

摘要: 随着我国人口老龄化进程持续加快，银发经济已成为推动经济社会高质量发展的重要增长极。数智技术赋能银发经济发展涵盖主体赋能、供需优化、治理升级三个方面的内在逻辑，然而现阶段仍面临主体数字素养薄弱与协同性不强、数智养老基础设施设备支撑不强、银发数据监管规制缺位等三大现实掣肘，严重制约着银发经济领域数智技术的效能释放。基于此，需从多维提升主体数字素养、完善数智基础设施体系、健全涉老数据监管体系等维度，进一步探索数智技术赋能银发经济发展的实践进路。

Abstract: As the aging of China’s population continues to accelerate, the silver economy has become a significant growth driver for promoting high-quality economic and social development. The empowerment of the silver economy through digital intelligence technologies encompasses three Internal Logics: actor empowerment, supply-demand optimization, and governance upgrade. However, at the current stage, three major practical constraints remain—namely, weak digital literacy and insufficient synergy among actors, inadequate support from digital intelligence infrastructure and equipment for the elderly, and the absence of regulatory frameworks for silver economy data—which severely limit the effectiveness of digital intelligence technologies in the silver economy sector. To address these challenges, it is necessary to further explore practical pathways for empowering the development of the silver economy through digital intelligence technologies, including enhancing the digital literacy of diverse actors from multiple dimensions, improving the digital intelligence infrastructure system, and strengthening the regulatory system for elderly-related data.
