关于提高西部地方高校大型仪器设备开放共享效率的几点思考
Reflections on Enhancing the Open-Sharing Efficiency of Large-Scale Research Equipment in Western Regional Universities in China
摘要: 近年来,随着国家对高等教育投入力度持续加大,高校大型仪器设备保有量持续攀升,然而设备利用率偏低和共享程度不高等问题亦随之凸显,严重制约了科技资源的配置效率与创新支撑能力。本文立足西部地方高校的发展情况,系统梳理了当前大型仪器设备开放共享面临的现实困境,并结合广西大学农学院的改革探索与实践经验,提出了一系列针对性改进措施,包括:构建“柔性集约 + 跨域协同”的一体化管理机制,强化开放共享导向的购置论证与调研评估,培育共享共治的科研文化生态,完善以共享贡献为核心的绩效评价体系,以及建设跨学科复合型实验技术人才队伍。研究旨在为提高西部地方高校大型仪器设备使用效率和管理水平、推动科研资源集约化配置与区域创新能力提升提供实践参考与路径借鉴。
Abstract: In recent years, with sustained growth in national investment in higher education, the stock of large-scale research equipment in Chinese universities has increased considerably. Nevertheless, persistent challenges such as low utilization rates and inadequate inter-institutional sharing have become increasingly conspicuous, severely undermining the allocative efficiency of scientific resources and the overall effectiveness of innovation support systems. Focusing on the practical context of regional universities in western China, this paper systematically reviews the major obstacles to the open sharing of large-scale equipment. Drawing upon the reform initiatives and practical experience of the college of agriculture at Guangxi University, a set of targeted countermeasures is proposed, including the establishment of an integrated management framework characterized by flexible intensification and cross-domain synergy, the reinforcement of procurement justification and ex-ante assessment with explicit sharing-oriented criteria, the cultivation of a collaborative research culture underpinned by shared governance, the refinement of performance appraisal mechanisms centered on sharing contributions, and the development of interdisciplinary technical teams with advanced experimental competencies. This study is expected to offer practical guidance and strategic insights for improving the operational efficiency and management quality of large-scale equipment in western regional universities, thereby facilitating the intensive allocation of research resources and enhancing regional innovation capacity.
