多中心治理视角下老年智慧体育服务政策执行的影响研究

A Study on the Impact of Policy Implementation of Smart Sports Services for the Elderly from the Perspective of Multi-Center Governance

摘要: 我国高度重视老龄事业与养老服务体系建设，积极应对人口老龄化已上升为国家战略。相关政策明确要求强化智能技术在老年体育服务中的应用，在此背景下，老年智慧体育服务作为智能技术与健康管理融合的新型模式，成为提升老年人生活质量的重要路径。但当前基层政策执行中，存在多元主体协同效率不足、技术适配性待提升等问题，导致服务效能与预期存在差距，亟需从多中心治理视角破解。本研究基于多中心治理理论，通过文献资料法、逻辑分析法及案例研究法，系统剖析政策执行的困境与优化路径。调查显示，政策执行面临四大结构性问题：政府主导过强，社会力量参与不足；跨部门数据共享率较低，权责划分机制模糊；大多数的智能设备未通过适老化认证，用户体验滞后；政府单一评估模式占比较高，难以全面反映服务效能。针对上述问题，研究提出：构建政府制定标准–企业主导创新–社区落地服务–老人参与评估的多元协同网络，建立跨部门数据共享契约与适老化技术标准，引入第三方机构与老年用户共同参与评估，推动政府单一供给模式向多元主体协同共治转型。本研究不仅为政策优化提供操作路径，对完善老龄化治理体系、推进健康中国建设具有理论与实践双重意义。

Abstract: The Party and the state attach great importance to the cause of aging and the construction of the elderly service system, and actively responding to population aging has been elevated to a national strategy. The relevant policies clearly require strengthening the application of intelligent technology in elderly sports services. Against this background, elderly smart sports services, as a new model integrating intelligent technology and health management, have become an important path to improve the quality of life of the elderly. However, in the current implementation of grassroots policies, there are problems such as insufficient coordination efficiency among multiple entities and the need to improve technical adaptability, leading to a gap between service effectiveness and expectations. It is urgently needed to solve these issues from the perspective of multi-center governance. Based on the theory of multi-center governance, this study systematically analyzes the predicaments and optimization paths of policy implementation through literature research, logical analysis, and case study methods. The survey shows that policy implementation faces four structural problems: excessive government dominance and insufficient participation of social forces; low cross-departmental data sharing rate and vague division of responsibilities mechanism; most intelligent devices have not passed the aging adaptation certification, resulting in lagging user experience; and the government’s single evaluation model accounts for a large proportion, making it difficult to comprehensively reflect service effectiveness. In response to these problems, the study proposes: constructing a multi-coordinated network of “government setting standards-enterprises leading innovation-communities implementing services-elderly participating in evaluation”, establishing cross-departmental data sharing contracts and aging adaptation technical standards, introducing third-party institutions and elderly users to jointly participate in evaluation, and promoting the transformation from the government’s single supply model to multi-entity collaborative governance. This study not only provides operational paths for policy optimization but also has theoretical and practical significance for improving the aging governance system and advancing the construction of a Healthy China.
