A Study on the Practice of Chongqing’s Digital and Intelligent Operation Empowering High-Quality Public Transportation in a Megacity
摘要: 公共交通是超大城市现代化治理的核心民生载体,更是提升市民出行品质、构建绿色交通体系的关键抓手。重庆作为典型山地超大城市,受地形地貌约束,存在道路资源紧缺、客流潮汐波动显著、多元出行竞争激烈等特征性难题,传统公交粗放式运营模式已无法适配精细化、品质化、智能化的城市交通治理需求。本文以山地超大城市公交数智化转型为核心议题,聚焦两大核心研究问题:一是山地超大城市公交数智化转型存在哪些区别于平原城市的独特困境与挑战;二是重庆数智化运营架构如何针对性破解山地公交运营痛点、提升交通系统韧性与出行品质。研究采用单案例研究法,以重庆公交数智化转型实践为研究样本,系统梳理其数智化建设架构、落地成效与核心成果,深度剖析转型过程中面临的现实瓶颈,结合国内外标杆城市智慧公交建设经验开展对比讨论,提出适配山地超大城市的公交数智化优化升级对策。
Abstract: Public transportation is a core public service carrier for the modern governance of megacities and a key tool for improving the quality of citizens’ travel and building a green transportation system. As a typical mountainous megacity, Chongqing faces unique challenges due to its topographical constraints, including scarce road resources, significant fluctuations in passenger flow, and intense competition from diverse travel options. The traditional extensive public transportation operation model is no longer suitable for the refined, high-quality, and intelligent needs of urban transportation governance. This paper focuses on the digital and intelligent transformation of public transportation in mountainous megacities, addressing two core research questions: first, what unique dilemmas and challenges exist in the digital and intelligent transformation of public transportation in mountainous megacities compared to those in plains cities; and second, how can Chongqing’s digital and intelligent operation architecture specifically address the pain points of mountain public transportation operation and improve the resilience and quality of the transportation system. This study employs a single-case study method, using Chongqing’s public transport digital transformation practice as a research sample. It systematically reviews its digital construction architecture, implementation results, and core achievements, deeply analyzes the practical bottlenecks faced during the transformation process, and conducts comparative discussions with the experiences of leading cities in smart public transport construction both domestically and internationally. Finally, it proposes strategies for optimizing and upgrading public transport digitalization in mountainous megacities.
