从政策工具到社会嵌入:湖北省智慧养老产业的创新路径研究
From Policy Instruments to Social Embedding: A Study on the Innovation Path of Smart Elderly Care Industry in Hubei Province
摘要: 湖北省老龄化加速,养老服务供需错位突出。智慧养老被视为破解难题的关键路径。本文基于政策工具理论,从供给型、环境型、需求型三个维度分析湖北省智慧养老政策,发现其呈现“供给驱动为主、需求拉动不足”的特征。进一步引入社会嵌入理论,揭示政策工具未能有效转化为实际福祉的深层原因:技术方案嵌入老年人日常生活时遭遇代际数字鸿沟、数字不平等、技术–情感张力及社会风险放大等结构性困境。研究表明,湖北省智慧养老存在“技术供给较强、社会嵌入较弱”的核心矛盾,表现为“政府热、市场冷、老人不愿用”。据此,提出从“政策工具优化”转向“社会嵌入重构”的创新路径:强化需求型工具以回应社会分层,从被动智慧化转向老年主体参与,构建“技术–服务–情感”服务闭环,建立跨部门协同治理机制。本文为湖北省智慧养老产业高质量发展提供兼具政策操作性与社会学深度的理论参考。
Abstract: The aging population in Hubei Province is accelerating, and the mismatch between supply and demand of elderly care services is prominent. Smart elderly care is seen as a key path to solving this difficult problem. Based on the policy tool theory, this paper analyzes the smart elderly care policies in Hubei Province from three dimensions: supply-oriented, environment-oriented, and demand-oriented, and finds that they exhibit the characteristics of “supply-driven predominance and insufficient demand-pull.” Further introducing the theory of social embedding reveals the underlying reasons why policy tools have not been effectively transformed into actual well-being: when technological solutions are embedded into the daily lives of the elderly, they encounter structural difficulties such as intergenerational digital divide, digital inequality, technology-emotion tension, and social risk amplification. The research indicates that the core contradiction in smart elderly care in Hubei Province is “strong technical supply and weak social embedding,” manifested as “government enthusiasm, market indifference, and elderly reluctance to use.” Based on this, an innovative path from “policy tool optimization” to “social embedding reconstruction” is proposed: strengthening demand-oriented tools to respond to social stratification, shifting from passive smartification to elderly participation, constructing a “technology-service-emotion” service loop, and establishing a cross-departmental collaborative governance mechanism. This paper provides a theoretical reference for the high-quality development of the smart elderly care industry in Hubei Province, combining policy operability with sociological depth.
