河北宁晋县高标准农田“建管用”长效运行机制调查研究
Research on the Long-Term Operation Mechanism of Construction, Management and Utilization of High-Standard Farmland in Ningjin County, Hebei Province
摘要: 高标准农田建设是保障国家粮食安全的重要举措,其核心在于构建“建设、管护、利用”全生命周期的长效机制。本文以河北省第一产粮大县宁晋县为研究对象,基于实地调研数据,系统剖析其“建管用”协同化运行机制的实践逻辑。研究发现,宁晋县通过标准化建设、精细化管护与高效化利用,有效提升了耕地质量与农业综合效益。文章进一步梳理了多元投入、权责明晰、科技支撑与社会化服务四大核心机制,并指出了当前面临资金压力、主体协同不足与智慧管护短板等现实挑战。最后,从拓宽资金渠道、健全管护体系、深化数字化助力及强化统筹协同等方面提出了优化路径。本研究旨在为华北平原乃至全国粮食主产区高标准农田的可持续运营提供理论参考与实践案例。
Abstract: The construction of high-standard farmland constitutes a crucial measure for safeguarding national food security, with its core lying in establishing a long-term mechanism covering the full life cycle of construction, management & protection, and utilization. Taking Ningjin County, the top grain-producing county in Hebei Province, as the research object and drawing upon field survey data, this paper systematically analyzes the practical logic behind the county’s coordinated operational mechanism integrating construction, management-protection and utilization. The study reveals that Ningjin County has improved cultivated land quality and comprehensive agricultural benefits through standardized construction, refined management and protection, as well as efficient land utilization. This paper further sorts out four core supporting mechanisms: diversified capital investment, well-defined power and responsibility boundaries, technological backing, and socialized agricultural services. Meanwhile, it identifies practical bottlenecks including mounting financial pressure, inadequate coordination among participating entities, and deficiencies in intelligent farmland management systems. In response to these problems, optimization countermeasures are proposed from four dimensions: expanding financing channels, improving the farmland management and protection system, advancing digital empowerment, and strengthening overall coordination among stakeholders. This research intends to offer theoretical references and practical cases for the sustainable operation of high-standard farmland in major grain-producing areas across the North China Plain and the whole country.
