“双碳”目标下淮安红色旅游公共服务绿色化提升路径研究

摘要: 在“双碳”目标推进与红色文旅高质量发展背景下,推动红色旅游公共服务实现绿色化升级,对景区生态化建设、可持续发展而言尤为重要。本文以淮安红色旅游公共服务体系为研究对象,选取淮安桃花垠红色专题纪念博览园和刘老庄八十二烈士陵园作为典型案例,通过实地调研与数据分析,系统梳理景区在交通、能源、垃圾处理等方面的绿色化现状与痛点。拟通过绿色低碳赋能,将淮安红色旅游景区与低碳交通、节能设施等进行深度融合,并通过优化智慧绿色交通、推行垃圾分类治理、融合新能源设施应用、健全绿色发展保障机制四个维度,对红色旅游公共服务绿色化进行优化提升,助力红色旅游绿色低碳转型,实现长效发展。
Abstract: The backdrop of advancing the “Dual Carbon” goals and promoting the high-quality development of red cultural tourism, advancing the green upgrading of public services in red tourism is particularly vital for the ecological construction and sustainable development of scenic areas. This paper takes the public service system of red tourism in Huai’an as the research object, selecting the Huai’an Taohuayin Red-themed Memorial Expo Park and the Martyr Cemetery of the Eighty-Two Heroes in Liu Laozhuang as typical cases. Through field research and data analysis, it systematically examines the current status and pain points of green development in scenic areas regarding transportation, energy, waste disposal and other aspects. By empowering green and low-carbon concepts, it seeks to deeply integrate red tourism scenic areas in Huai’an with low-carbon transportation, energy-saving facilities and more. Furthermore, it proposes optimizing and enhancing the greenization of red tourism public services from four dimensions: optimizing smart green transportation, promoting waste classification and management, integrating new energy facility applications, and improving the guaranteed mechanism for green development, so as to facilitate the green and low-carbon transformation of red tourism and achieve its long-term sustainable development.
