A Study on Clarification of Controversial Clauses in the Implementation of the Code for Fire Protection Design of Buildings

摘要: 为避免《建筑设计防火规范》GB 50016-2014部分条款因解读空间过大造成“一事两议”局面，阻碍消防审验工作开展，本文通过研究地方技术指南，从建筑总平面布局、平面布置、安全疏散与避难、灭火救援设施等多角度系统梳理了10条常见争议条款，有助于建设、设计、施工等单位在落实上述条款时更审慎严谨，同时为标准后续修订工作提供实践层面的参考依据。

Abstract: To avoid the “double standards for one issue” situation caused by excessive interpretation space of some clauses in the “Code for Fire Protection Design of Buildings” (GB 50016-2014), which hinders the progress of fire inspection and acceptance work, this study systematically sorts out 10 common controversial clauses from multiple perspectives such as building general layout, plane layout, safe evacuation and shelter, and fire fighting and rescue facilities by researching local technical guidelines. It helps construction, design, construction and other units to implement the above clauses more prudently and rigorously, and provides practical reference for the subsequent revision of the standard.
