江苏城乡养老服务均等化的现实困境与优化路径研究

Research on the Practical Dilemmas and Optimization Paths of Equalization of Urban and Rural Elderly Care Services in Jiangsu Province

摘要: 人口老龄化背景下，城乡养老服务均等化是实现基本公共服务均等化、推进共同富裕的重要内容。江苏省城乡养老服务供给存在资源配置失衡、服务质量差异等现实困境，根源在于城乡二元结构惯性、财政分权激励不足及市场失灵。本文从马克思主义公平正义视角出发，重点论证时间银行省级统筹的可行性，提出从制度、财政、模式、人才、数字五维度构建城乡一体化养老服务体系。

Abstract: Against the backdrop of population aging, the equalization of urban and rural elderly care services is essential for achieving equal access to basic public services and advancing common prosperity. In Jiangsu Province, the supply of elderly care services between urban and rural areas faces practical challenges such as resource allocation imbalances and disparities in service quality, which stem from the inertia of the urban-rural dual structure, insufficient fiscal decentralization incentives, and market failures. From the perspective of Marxist fairness and justice, this paper focuses on demonstrating the feasibility of provincial-level coordination of time banking and proposes a five-dimensional framework—institutional, fiscal, service model, talent, and digital—to build an integrated urban-rural elderly care service system.
