不同老年群体视角下的数字风险及其治理路径研究

Research on Digital Risks and Their Governance Path from Different Perspectives of the Elderly

摘要: 在老龄化与数字化背景下，老年群体成为数字风险高发人群。既有研究忽视其异质性，治理缺乏精准性。文章基于异质性视角，以“年龄–职业–工作状态”模型将老年群体分为“融入型”、“过渡型”、“边缘型”三类。三类群体分别面临高阶投资陷阱、技术伪装诈骗、基础信息泄露等风险，成因涵盖个体、技术、家庭及AI滥用等因素。研究揭示其风险应对行为差异，并构建“社会–社区–家庭–老年群体”四维协同治理框架，推动从“被动防御”向“精准治理”与“主动赋能”转型，为构建全龄包容的数字社会提供路径。

Abstract: In the context of aging and digitalization, the elderly population has become a high-risk group for digital risks. Existing research has overlooked their heterogeneity, resulting in governance lacking precision. This article adopts a heterogeneity perspective and categorizes the elderly population into three types “integrated,” “transitional,” and “marginal” using the “age-occupation-work status” model. These three groups face distinct risks, including high-end investment traps, technical disguise fraud, and basic information leaks, with causes spanning individual, technological, familial, and AI abuse factors. The study reveals differences in risk response behaviors and constructs a four-dimensional collaborative governance framework encompassing “society-community-family-elderly population.” This framework promotes a shift from “passive defense” to “precision governance” and “active empowerment,” providing a pathway to build a digitally inclusive society for all age groups.
