The Synergistic Impact of Innovation Subsidies and Government Innovation Procurement on Enterprises’ Innovation Quality

摘要: “高质量创新”应用广泛却难以清晰界定，本文以创新落地产生的经济效益作为其衡量标准。创新补助、政府创新采购两类主流扶持政策均为事前实施，而创新效益仅能事后核验，二者存在天然时序矛盾，容易造成政策筛选与激励失效。本文梳理两类政策影响企业创新质量的作用机制，提出资金、市场激励仅为高质量创新的必要而非充分条件；基于信息经济学与资源基础观构建统一分析框架，探究政策的协同影响企业高质量创新的内在增效逻辑，并从产权性质、企业生命周期展开异质性分析，明确政策协同的差异化作用边界，据此提出政策落地的差异化建议。

Abstract: The concept of high-quality innovation is widely adopted yet lacks a clear definition. This paper takes the economic benefits generated by the industrialization of innovation as the measurement standard. As two mainstream pre-support policies, innovation subsidies and government innovation procurement conflict with the ex-post verification feature of innovation returns, which naturally leads to ineffective policy screening and incentives. This paper sorts out the mechanism through which the two policies affect corporate innovation quality, and argues that capital support and market incentives are merely necessary rather than sufficient conditions for high-quality innovation. Based on information economics and resource-based view, a unified analytical framework is constructed to explore the internal efficiency-enhancing logic of policy synergy. Heterogeneity analysis is further conducted from the dimensions of property rights nature and enterprise life cycle to identify the differentiated functional boundaries of policy coordination, and targeted differentiated policy suggestions with operability are finally proposed.
