“海洋强国”战略背景下《远洋渔业概论》课程思政教学改革探索与实践

“Maritime Power” Strategy Context: Exploration and Practice of Ideological and Political Education Reform in the Course Introduction to Pelagic Fisheries

摘要: 《远洋渔业概论》是海洋渔业科学与技术专业的专业方向课，在培养学生远洋渔业资源认知能力、开发能力和国际履约能力方面具有不可替代的作用。在“海洋强国”战略和“课程思政”建设双重背景下，如何将思想政治教育有机融入专业课程教学，实现知识传授、能力培养与价值引领的有机统一，是课程教学改革面临的重要课题。本文从教育学、心理学的学理视角出发，系统阐释了课程思政的理论基础与内在逻辑，构建了“史实–精神–行动”三阶融入框架，系统挖掘了各章节蕴含的海洋强国战略意识、海洋权益维护意识、海洋生态文明理念、国际视野与人类命运共同体理念等思政元素，并设计了模拟国际渔业谈判等沉浸式教学环节。在此基础上，提出了《远洋渔业概论》课程思政教学案例库的建设方案，从顶层设计、案例模板设计到案例汇编形成了完整的建设路径。将课程思政理念系统融入远洋渔业专业教学，能够有效引导学生在掌握专业知识的同时厚植家国情怀、拓展国际视野、增强使命担当。本研究为海洋渔业类专业课程思政建设提供了可借鉴的实践范式。

Abstract: Introduction to Pelagic Fisheries is a specialized course for the Marine Fishery Science and Technology major, playing an irreplaceable role in cultivating students’ cognitive abilities regarding pelagic fishery resources, their development capabilities, and international compliance capacity. Under the dual context of the “Maritime Power” strategy and the promotion of curriculum-based ideological and political education, how to organically integrate ideological and political education into professional course teaching to achieve the organic unity of knowledge transmission, ability cultivation, and value orientation represents a significant challenge facing curriculum teaching reform. Proceeding from the pedagogical and psychological theoretical perspectives, this paper systematically elucidates the theoretical foundations and internal logic of curriculum-based ideological and political education, and constructs a three-stage integration framework of “Historical Facts - Spirit - Action.” It systematically identifies the ideological-political elements embedded in each chapter of the Introduction to Pelagic Fisheries course, including awareness of the maritime power strategy, awareness of maritime rights and interests protection, the concept of marine ecological civilization, international perspective, and the vision of a shared future for humanity, and designs immersive teaching activities such as simulated international fishery negotiations. On this basis, a construction plan for the ideological-political teaching case library of the Introduction to Pelagic Fisheries course is proposed, forming a complete construction pathway from top-level design and case template design to case compilation. The systematic integration of curriculum-based ideological and political education into pelagic fisheries instruction can effectively guide students to cultivate patriotism, broaden international perspectives, and strengthen their sense of mission while acquiring professional knowledge. This study provides a replicable practical paradigm for the construction of curriculum-based ideological and political education in marine fishery majors.
