嵌入性视角下银龄互助参与社区治理的作用机制与实践路径——以S市Y社区为例

Mechanism and Practical Path of Senior Mutual Aid Participation in Community Governance from the Perspective of Embeddedness—A Case Study of Y Community in S City

摘要: 在人口老龄化不断加深与社区治理需求日益增长的背景下，如何有效激发老年群体参与社区治理，成为基层治理中的重要问题。本文以S市Y社区为案例，基于嵌入性理论，采用案例分析方法，对银龄互助参与社区治理的运行机制及其实践路径进行研究。研究发现，银龄互助在社区中逐步形成了以制度嵌入、组织嵌入和认知嵌入为支撑的运行模式：通过服务规则与激励机制实现制度保障，依托志愿服务平台整合行动主体，并在持续参与中强化老年人的价值认同。同时实践中也存在制度运行稳定性不足、组织结构依赖较强以及参与认同扩展有限等问题。针对上述问题，本文提出从完善制度供给、优化组织运行及强化认知引导等方面推进银龄互助的可持续发展。研究认为，银龄互助不仅有助于提升社区养老服务水平，也为推动基层治理创新提供了有益路径。

Abstract: Against the backdrop of deepening population aging and growing demands for community governance, how to effectively stimulate elderly participation in community governance has become a critical issue at the grassroots level. Taking Y Community in S City as a case, this study, based on embeddedness theory and employing a case study approach, examines the operational mechanisms and practical pathways of Senior Mutual Aid participation in community governance. The findings show that Senior Mutual Aid has gradually developed an operational model supported by institutional, organizational, and cognitive embeddedness. Specifically, institutional embeddedness provides support through service rules and incentive mechanisms; organizational embeddedness integrates participants through volunteer service platforms; and cognitive embeddedness strengthens value recognition through sustained participation. However, several challenges remain, including insufficient institutional stability, overreliance on core organizational members, and limited expansion of participation recognition. In response, this study proposes improving institutional supply, optimizing organizational operations, and strengthening cognitive guidance to promote the sustainable development of Senior Mutual Aid. It is concluded that Senior Mutual Aid not only enhances community-based elderly care services but also offers a valuable pathway for grassroots governance innovation.
