微单元嵌入：乡村振兴视域下农村基层治理创新路径研究——以重庆市X村“小院治理”为例

Micro-Unit Embedding: Research on Innovative Paths for Rural Grassroots Governance from the Perspective of Rural Revitalization—Taking the “Courtyard Governance” of Village X in Chongqing as an Example

摘要: 乡村振兴战略是新时代“三农”工作的总抓手，其有效推进亟需健全的基层治理体系支撑。研究聚焦重庆市X村“小院治理”微单元嵌入机制，基于协同治理理论深入分析其运作逻辑、治理效能及内在价值。研究发现，“小院治理”以村民小组、传统院落为基础单元，通过规范化、常态化议事协商，有效激活了村民自治的内生动力，提升了治理精度，在化解基层矛盾、推动农村地区发展等方面作用显著。其成功实践为破解农村基层治理“最后一公里”难题提供了有益启示，对推动乡村治理现代化、实现乡村振兴具有重要参考价值。

Abstract: The rural revitalization strategy is the overall focus of the “three rural” work in the new era, and its effective promotion urgently requires support from a sound grassroots governance system. This study focuses on the embedding mechanism of the governance micro-unit in the small courtyard of Village X in Chongqing, and conducts an in-depth analysis of its operational logic, governance effectiveness and intrinsic value based on the theory of collaborative governance. The study found that “courtyard governance” is based on villager groups and traditional courtyards. Through standardized and regular consultation, it effectively activates the endogenous motivation of villagers’ self-governance, improves governance precision, and plays a significant role in resolving grassroots conflicts and promoting rural development. Its successful practice provides valuable insights for solving the “last mile” problem of rural grassroots governance and holds important reference value for promoting rural governance modernization and achieving rural revitalization.
