“教先于创”模式下建筑工程创优管理机制创新与实践

Innovation and Practice of Construction Project Quality Excellence Management Mechanism under the “Teaching Prior to Creation” Mode

摘要: 当前多数建筑企业在施工中后期乃至竣工阶段才启动创优工作，依赖事后整改与突击补件，导致创优成本高、质量提升实效差、行业创优动力不足。针对这一困境，本文从行业主管部门视角，提出“教先于创”的创优管理新范式，通过管理端口前移、服务资源下沉，构建“前期系统策划–过程精准指导–长效闭环治理”的全周期培育体系。实践表明，该模式显著提升创优成功率、降低返工成本，并有效激活企业内生创优动能，为县域建筑工程质量治理提供了可复制的实践路径。

Abstract: At present, most construction enterprises only launch quality excellence initiatives in the middle and late construction stages or even upon project completion, relying on post-construction rectification and rush document supplementation. This leads to high costs for quality excellence pursuit, unsatisfactory quality improvement effects, and insufficient industry-wide motivation for excellence. To address this dilemma, from the perspective of industry competent authorities, this paper proposes a new quality excellence management paradigm of “teaching prior to creation”. By advancing the management threshold and channeling service resources to the frontline, a full-cycle cultivation system is built, featuring systematic pre-construction planning, precise in-process guidance, and long-term closed-loop governance. Practice shows that this mode significantly lifts the success rate of quality excellence projects, cuts rework costs, and effectively stimulates enterprises’ endogenous motivation for quality excellence, providing a replicable practical path for quality governance of county-level construction projects.
