农村失能老人长期护理服务的问题困境与对策研究

Research on the Problems, Dilemmas and Countermeasures of Long-Term Care Services for Disabled Elderly in Rural Areas

摘要: 随着我国人口老龄化进程持续深化，农村失能老人群体规模不断扩大，长期护理服务需求日益迫切。长期护理服务作为保障农村失能老人基本生活权益、提升晚年生活质量的关键支撑，其发展水平直接关系到农村养老体系的完善与乡村民生福祉的提升。本文采用文献研究法、数据分析法，系统梳理我国农村失能老人长期护理服务的发展现状，深入剖析当前服务供给、资金保障、人才支撑、政策体系等方面存在的突出困境，有针对性地提出优化对策，旨在破解农村失能老人长期护理服务难题，完善农村长期护理服务体系，推动农村养老事业高质量发展，助力乡村全面振兴。

Abstract: With the continuous deepening of population aging in China, the scale of functionally impaired elderly people in rural areas keeps expanding, and the demand for long-term care services has become increasingly urgent. As a key support for safeguarding the basic living rights and interests of rural functionally impaired elderly and improving their quality of life in old age, the development of long-term care services is directly related to the improvement of the rural elderly care system and the enhancement of people’s well-being in rural areas. Adopting the methods of literature research and data analysis, this paper systematically sorts out the current development status of long-term care services for functionally impaired elderly in rural China. It further analyzes the prominent dilemmas existing in service supply, fund guarantee, talent support, policy system and other aspects. Targeted optimization countermeasures are put forward, aiming to solve the difficulties in long-term care services for rural functionally impaired elderly, improve the rural long-term care service system, promote the high-quality development of rural elderly care undertakings, and facilitate the comprehensive revitalization of rural areas.
