社区互助养老中老年人参与服务供给的价值实现路径研究

Research on the Value Realization Path of the Elderly Participating in Service Supply in Community Mutual-Aid Elderly Care

摘要: 社区互助养老是应对人口老龄化、激活基层养老活力的重要实践。本文聚焦老年人参与服务供给的价值实现议题，从价值意蕴、现实困境与路径创新三个维度展开。在价值上，老年人参与能够促进个体社会再融入与自我延续、增强社区互助网络与资源内生、优化基层治理结构。在困境上，面临参与机制与激励保障不足、服务能力与专业支撑薄弱、社会认知与支持碎片化等制约。在路径上，需健全制度通道与激励体系、构建赋能培训与协同平台、培育互助文化与资源整合机制。推动老年人有序参与，有助于盘活社区内生力量，实现角色积极转变，为完善互助养老体系提供可行路径。

Abstract: Community-based mutual aid for the elderly represents a significant strategy for addressing population aging and revitalizing grassroots elderly care. This paper examines the value realization of older adults’ participation in service provision from three perspectives: value implications, practical dilemmas, and pathways for innovation. In terms of value, elderly participation fosters social reintegration and self-continuity, strengthens community mutual aid networks and endogenous resource generation, and enhances grassroots governance structures. However, challenges persist, including insufficient participation mechanisms and incentive guarantees, weak service capacity and professional support, and fragmented social cognition and institutional backing. To address these issues, it is necessary to improve institutional channels and incentive systems, establish empowerment training and collaborative platforms, and cultivate a culture of mutual aid alongside resource integration mechanisms. Promoting orderly participation of older adults helps activate community-based endogenous forces, facilitate positive role transitions, and offer a viable pathway for improving mutual aid elderly care systems.
