乡村振兴背景下枣庄市乡村智慧养老服务现状及人才培养对策

Current Situation of Rural Smart Elderly Care Services and Countermeasures for Talent Cultivation in Zaozhuang under the Background of Rural Revitalization

摘要: 在乡村振兴战略纵深推进与人口老龄化持续加深的双重背景下，乡村智慧养老已成为优化农村养老服务体系、补齐民生短板的关键抓手。枣庄市作为鲁南典型地级市，农村老龄化程度高、空巢老人比重大，智慧养老服务正处于快速建设期，但人才供给与行业发展需求之间的矛盾日益突出。本文通过文献研究、实地调研与问卷调查，系统分析枣庄市乡村智慧养老服务发展现状及人才培养中存在的突出问题，借鉴国内外先进经验，从政策支持、培养体系、产教融合、激励保障四个维度提出针对性对策，旨在为枣庄市及山东省同类地区乡村智慧养老人才培养提供实践参考。

Abstract: Against the dual backdrop of the in-depth advancement of the rural revitalization strategy and the deepening population aging, smart elderly care in rural areas has become a key measure to optimize the rural elderly care service system and shore up weak links in people’s livelihood. As a prefecture-level city typical of southern Shandong, Zaozhuang features a high rural aging rate and a large proportion of empty-nest elderly residents. Its smart elderly care services are under rapid construction, yet the mismatch between talent supply and industry development demands has become increasingly prominent. Adopting methods including literature research, field investigation and questionnaire surveys, this paper systematically analyzes the current development of rural smart elderly care services in Zaozhuang and prominent problems existing in talent training. Drawing on advanced domestic and international experience, it puts forward targeted countermeasures from four dimensions: policy support, training system, industry-education integration and incentive guarantee. The research aims to provide practical references for the talent cultivation of rural smart elderly care in Zaozhuang and similar regions across Shandong Province.
