社区养老服务数智化转型进路研究

Research on the Digital-Intelligent Transformation Pathways of Community Elderly Care Services

摘要: 我国正处于人口老龄化演进与数字化浪潮紧密交织的历史交汇期，推动社区养老服务数智化转型已成为积极应对人口老龄化的重要路径。数智技术能从数据驱动、智慧赋能、系统整合三个方面深度赋能社区养老服务质量和效能，但受制于人员短缺、技术悬浮化、内外驱动力不足等现实梗阻，严重制约着社区养老服务场域数智技术的效能释放。基于此，亟需从构建分层分类的社区养老数智人才培育体系、推动数智技术场景化和适老化改造、构建内外驱动的可持续激励机制三个方面着力，促进社区养老服务质量内容实现质态飞跃。

Abstract: China is currently in a critical historical period where the evolution of population aging is closely intertwined with the wave of digitalization. Promoting the digital-intelligent transformation of community elderly care services has become an important pathway to actively respond to population aging. Digital-intelligent technologies can deeply enhance the quality and efficiency of community elderly care services from three aspects: data-driven decision-making, smart empowerment, and system integration. However, practical obstacles such as workforce shortages, technology superficiality (or technology suspension), and insufficient internal and external driving forces severely constrain the effective deployment of digital-intelligent technologies in the field of community elderly care. To address these challenges, it is urgent to take measures in three directions: building a tiered and categorized training system for digital-intelligent talents in community elderly care, promoting scenario-based and age-appropriate transformation of digital-intelligent technologies, and constructing a sustainable incentive mechanism driven by both internal and external forces. Only then can a qualitative leap in the quality and content of community elderly care services be achieved.
