丘陵地区农机装备使用现状分析与对策研究——以四川省为例
Analysis on the Current Situation and Countermeasures of Agricultural Machinery Equipment Application in Hilly Areas—A Case Study of Sichuan Province
摘要: 本文以四川省为例,系统研究了丘陵地区农机装备的应用现状、面临的困境与解决对策。研究指出,丘陵山区作为我国粮食生产的潜力区,长期受制于复杂地形和碎片化经营,陷入“无机可用、有机难用”的农机化困境。文章基于2016~2024年的统计数据,结合文献与案例研究,识别出四川丘陵农机化面临的四大深层困境:农田宜机化基础薄弱、科技创新体系不完善、农机产业链断层与集群竞争力弱、社会化服务不健全。为破解这些难题,文章提出了“改地、研机、建链、强服”四位一体的协同推进路径,旨在通过系统性制度创新,推动丘陵地区农业生产从“无机可用、有机难用”向“有机好用、全程高效”的根本性转变,以期为保障国家粮食安全和乡村振兴提供一个可复制的“丘陵方案”。
Abstract: Taking Sichuan Province as a case, this paper systematically investigates the application status, prevailing dilemmas and countermeasures of agricultural machinery and equipment in hilly regions. The study reveals that hilly and mountainous areas, a potential grain production base in China, have long been trapped in a mechanization predicament marked by “lack of applicable machinery and difficulty in utilizing available machinery” due to complicated terrain and fragmented farmland management. Based on statistical data spanning 2016 to 2024, together with literature review and case studies, this paper identifies four fundamental bottlenecks restricting agricultural mechanization in Sichuan’s hilly zones: inadequate farmland renovation for machinery access, an imperfect scientific and technological innovation system, fractured agricultural machinery industrial chains with weak cluster competitiveness, and underdeveloped socialized agricultural services. To address these challenges, the paper proposes a coordinated four-pronged development framework of “farmland reconstruction, machinery R&D, industrial chain consolidation and service upgrading”. Through systematic institutional innovation, this framework aims to achieve a fundamental transformation of agricultural production in hilly areas from “no usable machinery and hard-to-operate machinery” to “readily applicable machinery and full-process efficient farming”. It intends to offer a replicable “hilly-region model” for safeguarding national food security and advancing rural revitalization.
