“人工智能+”赋能新质生产力的内在机理与现实路径
Internal Mechanism and Practical Paths of Empowering New Quality Productive Forces through “AI Plus”
摘要: 在智能经济加速形成与我国经济高质量发展背景下,“人工智能+”行动成为培育发展新质生产力的重要战略举措。全面推进“人工智能+”意味着人工智能不再只是依附于生产体系的外部辅助工具,而是转化为驱动生产力变革的内在核心引擎,推动新质生产力实现从局部优化到整体系统性重塑的跃升。具体可从革新全域科研范式、畅通科技成果转化渠道,重构生产力核心要素、升级要素智能组合模式,驱动产业体系全域变革、夯实产业发展载体,重塑多元协同发展导向、统筹经济生态社会效益四个层面阐释“人工智能+”赋能新质生产力的内在运行机理。当前我国人工智能产业已具备规模与场景优势,但技术向先进生产力转化仍存在多重现实制约,集中体现为底层核心技术自主供给不足、数据算力人才资本等关键要素结构性短缺、优质产业场景市场化开放不足、人工智能现代化治理体系适配滞后。持续深化“人工智能+”赋能新质生产力,需要统筹顶层设计与基层实践形成协同合力,搭建技术自主攻关、关键要素保障、产业迭代升级、多元场景拓展、现代智能治理一体联动的系统化实施路径,为持续壮大新质生产力、推动经济质效同步提升、实现高质量发展提供持久智能动能。
Abstract: Against the backdrop of the accelerated formation of the smart economy and high-quality economic development in China, the “AI Plus” initiative has emerged as a crucial strategic measure for fostering and developing new quality productive forces. Fully advancing the “AI Plus” campaign means artificial intelligence is no longer merely an external auxiliary tool attached to the production system; instead, it has evolved into an inherent core engine driving transformative changes in productive forces, enabling new quality productive forces to leap from partial optimization to comprehensive systematic reshaping. The internal operational mechanism through which “AI Plus” empowers new quality productive forces can be elaborated from four dimensions: innovating the full-spectrum scientific research paradigm and smoothing channels for the commercialization of scientific and technological achievements; reconstructing the core factors of production and upgrading intelligent combination models of these factors; driving all-round transformation of the industrial system and consolidating carriers for industrial development; and reshaping the orientation of diversified coordinated development to balance economic, ecological and social benefits. At present, China’s artificial intelligence industry boasts advantages in scale and application scenarios. Nevertheless, multiple practical bottlenecks still hinder the conversion of technologies into advanced productive forces, which are mainly manifested in insufficient independent supply of underlying core technologies, structural shortages of key resources including data, computing power, talent and capital, inadequate market-oriented opening of high-quality industrial scenarios, and lagging adaptation of the modern governance system for artificial intelligence. To further deepen the empowerment of new quality productive forces via “AI Plus”, we must integrate top-level design with grassroots practices to build coordinated synergy. A systematic implementation path linking independent technological breakthroughs, guarantee of key production factors, iterative industrial upgrading, expansion of diverse application scenarios and modern intelligent governance should be established. This will deliver sustained smart momentum for steadily expanding new quality productive forces, advancing coordinated improvement of economic quality and efficiency, and pursuing high-quality development.
