绿色金融赋能大连市海洋经济高质量发展的对策研究

Research on Strategies for Green Finance to Promote the High-Quality Development of Dalian’s Marine Economy

摘要: 海洋经济高质量发展是建设海洋强国的核心命题，而绿色金融作为引导社会资本投向绿色低碳领域的重要制度安排，为海洋经济实现生态优先、绿色发展提供了重要支撑。大连作为东北亚重要的海洋城市，海洋资源禀赋优越，船舶海工、海洋牧场、海上风电等产业基础雄厚。文章在梳理绿色金融与海洋经济高质量发展理论关联的基础上，系统分析大连市绿色金融赋能海洋经济的实践探索与成效，剖析其面临的制度供给不足、产品创新滞后、标准体系缺失、中小企业融资困难等现实瓶颈，并从完善顶层制度设计、深化产品与服务创新、健全蓝色金融标准体系、强化多方协同机制等方面提出对策建议，以期为金融助力大连海洋经济高质量发展提供参考。

Abstract: High-quality development of the marine economy is a core issue in building China into a maritime powerhouse. Green finance, as a key institutional mechanism for channeling social capital into green and low-carbon sectors, provides crucial support for achieving ecological prioritization and sustainable development in the marine economy. As a pivotal maritime city in Northeast Asia, Dalian boasts superior marine resources and robust industrial foundations in shipbuilding and offshore engineering, marine aquaculture, and offshore wind power. Building on an examination of the theoretical connections between green finance and high-quality marine economic development, this paper systematically analyzes Dalian’s practical approaches and achievements in leveraging green finance to enhance its marine economy. It identifies practical challenges, including inadequate institutional frameworks, lagging product innovation, insufficient standardization systems, and financing difficulties faced by small and medium-sized enterprises. The study proposes recommendations, covering refining top-level institutional design, advancing product innovation, establishing comprehensive blue finance standards, and strengthening multi-stakeholder collaboration mechanisms, aiming to provide actionable insights for financial support in driving Dalian’s high-quality marine economic development.
