高原山区乡村振兴帮扶路径与对策分析——以云南省文山州西畴县为例

Analysis of the Assistance Path and Countermeasures for Rural Revitalization in Plateau Mountainous Areas—A Case Study of Xichou County, Wenshan Prefecture, Yunnan Province

摘要: 高原山区作为乡村振兴战略实施的重点与难点区域，面临生态脆弱、产业薄弱、设施滞后等多重约束。云南省文山州西畴县作为典型的喀斯特高原山区县，曾是全国石漠化最严重的地区之一，脱贫攻坚成果巩固压力大。本文以西畴县为研究对象，系统分析其乡村振兴的基础条件与现实困境，结合“西畴精神”引领下的实践探索，从产业振兴、基础设施、治理效能、人才支撑、生态保护五个维度构建高原山区乡村振兴帮扶体系，提出针对性对策建议，为全国同类地区实现高质量乡村振兴提供可复制、可推广的实践范式。

Abstract: Highland and mountainous areas, as key and challenging regions for the implementation of the rural revitalization strategy, are confronted with multiple constraints such as fragile ecology, weak industries, and lagging infrastructure. Xichou County in Wenshan Prefecture, Yunnan Province, a typical karst highland and mountainous county, was once one of the areas with the most severe rocky desertification in the country, and the pressure to consolidate the achievements of poverty alleviation is significant. This paper takes Xichou County as the research object, systematically analyzes the basic conditions and current predicaments of its rural revitalization, and based on the practical exploration led by the “Xichou Spirit”, constructs a rural revitalization assistance system for highland and mountainous areas from five dimensions: industrial revitalization, infrastructure, governance efficiency, talent support, and ecological protection. It puts forward targeted countermeasures and suggestions, providing a replicable and scalable practical model for high-quality rural revitalization in similar regions across the country.
