德州市合村并居社区治理困境及相关优化建议

Challenges in Community Governance of Village Consolidation and Resettlement in Dezhou City and Related Optimization Recommendations

摘要: 改革开放以来，快速城镇化带来城乡人口结构变迁，城市建设用地需求增长与农村宅基地大量闲置并存，土地供需结构性错配突出。作为城乡建设用地“增减挂钩”政策的实践形式，合村并居在山东等地率先推行。德州市自2008年启动以来，在优化布局、节约用地方面取得成效，但新型社区治理面临治理主体权责不清、公共服务不足、农民生活成本上升、文化空间转型承压等多重困境。这些问题直接影响政策可持续性与乡村振兴落地成效。本文以德州市为对象，梳理社区治理的现实困境，结合国内外经验提出优化建议。

Abstract: Since the reform and opening-up, rapid urbanization has led to changes in the population structure between urban and rural areas. While demand for urban construction land continues to rise, large amounts of rural homestead land remain idle, resulting in a prominent structural mismatch between land supply and demand. As a practical implementation of the “linkage between land reduction and increase” policy for urban and rural construction land use, village consolidation and resettlement have been piloted first in regions such as Shandong. Since its launch in 2008, Dezhou City has achieved notable results in optimizing spatial layouts and conserving land resources. However, governance of new communities faces multiple challenges, including unclear rights and responsibilities among governing entities, insufficient public services, rising living costs for farmers, and pressure on cultural space transformation. These issues directly affect the sustainability of policies and the effectiveness of rural revitalization. This paper takes Dezhou City as a case study, identifies the current challenges in community governance, and proposes optimization recommendations based on both domestic and international experiences.
