科技赋能绿色金融促进山东省农业低碳转型的作用机制及传导路径
The Mechanisms and Transmission Channels through Which Technology Empowers Green Finance to Promote the Low-Carbon Transition of Agriculture in Shandong Province
摘要: 粮食安全与生态安全双重约束下,山东省农业面临“保产量”与“降强度”的张力。数字普惠金融通过技术嵌入重构金融可得性,为生态高值农业转型提供不同于传统政策性工具的支撑方式。本文基于山东省农业大省与绿色低碳高质量发展改革试验区的双重定位,解析数字普惠金融驱动生态高值农业转型的赋能逻辑与实现通道,识别技术嵌入金融服务的适配边界。研究发现,数字普惠金融形成“信用重建–风险缓释–价值捕获”三重逻辑,经由“资金触达–技术采纳–市场接入–网络协同”四条通道产生作用;但农村数字鸿沟、数据产权模糊与金融产品同质化构成主要约束,需从基础设施、制度设计与产品迭代层面突破。
Abstract: Faced with the dual constraints of food security and ecological security, agriculture in Shandong Province is caught between the conflicting imperatives of “safeguarding output” and “reducing intensity”. Digital inclusive finance reshapes financial accessibility through the embedding of technology, providing a form of support for the transition to high-value ecological agriculture that differs from traditional policy instruments. Based on Shandong Province’s dual positioning as a major agricultural province and a pilot zone for green, low-carbon, and high-quality development, this paper analyses the enabling logic and implementation pathways through which digital inclusive finance drives the transition to high-value ecological agriculture, whilst identifying the boundaries of applicability for the embedding of technology in financial services. The research finds that digital inclusive finance forms a three-pronged logic of “credit reconstruction-risk mitigation-value capture”, which operates through four channels: “funds reach-technology adoption-market access-network synergy”; however, the rural digital divide, ambiguous data ownership rights, and the homogenization of financial products constitute major constraints, requiring breakthroughs at the levels of infrastructure, institutional design, and product iteration.
