摘要: 古树名木是承载区域生态、历史、文化价值的“活文物”,湖北省地处长江中游,山地、丘陵、平原多元地貌孕育数量庞大、树种丰富的古树资源。依托第三次全国古树名木普查湖北分区域数据、各地补充调查台账、林业监管与公益诉讼案例实证,系统梳理全省古树名木保护在资源底数、管护机制、资金技术、空间冲突、法治协同、社会参与六大维度现存瓶颈;结合神农架、随州、竹溪、丹江口、黄冈等地创新实践,从制度重构、科技赋能、资金多元、空间管控、法治闭环、产业融合六大路径提出突破方案,为中部省份古树名木长效保护提供可借鉴的参考经验。
Abstract: Ancient and famous trees are “living cultural relics” that carry the ecological, historical, and cultural value of a region. Hubei Province, located in the middle reaches of the Yangtze River, has diverse terrain including mountains, hills, and plains, which has nurtured a huge number of ancient trees with rich species variety. Based on data from the third national census of ancient and famous trees in Hubei, supplemented by local survey records, forestry supervision, and public interest litigation cases, we systematically reviewed the existing bottlenecks in the province’s ancient tree protection across six dimensions: resource inventory, management mechanisms, funding and technology, spatial conflicts, legal coordination, and social participation. Combining innovative practices from places like Shennongjia, Suizhou, Zhuxi, Danjiangkou, and Huanggang, we propose breakthrough solutions along six paths—system reconstruction, tech empowerment, diversified funding, spatial control, legal closed-loop, and industry integration—to provide useful reference experiences for the long-term protection of ancient and famous trees in central provinces.
