德国公立大学多样性指导方针探析
Analysis of Diversity Guidelines in German Public Universities

摘要: 多样性与包容性已成为当代大学自我认知的核心议题,被视为21世纪高等教育机构发展的关键任务。德国公立大学中,为数不少的大学在其官方网站涉及多样性主题,其中有些大学制定了专门的多样性指导方针。在德国高校推进多样性的论证中,道德层面的理据比工具层面的理据占据着更为核心的地位。德国大学多样性指导方针的独特形态受到联邦教育体制、博洛尼亚进程、新公共管理改革以及洪堡大学理念的共同影响。
Abstract: Diversity and inclusion have become central themes in the self-perception of contemporary universities, regarded as key tasks for the development of higher education institutions in the 21st century. A considerable number of public universities in Germany address the topic of diversity on their official websites, and some have developed dedicated diversity guidelines. In the rationale for promoting diversity at German universities, moral arguments occupy a more central position than instrumental ones. The unique form of these diversity guidelines is shaped by the interplay of the federal education system, the Bologna Process, New Public Management reforms, and the Humboldtian ideal of the university.
