蓝碳资源开发与沿海农村社区可持续发展的协同路径研究
Research on the Synergistic Path between Blue Carbon Resource Development and Sustainable Development of Coastal Rural Communities
摘要: 蓝碳作为海洋生态系统捕获和储存碳的重要机制,在应对全球气候变化中具有不可替代的作用。沿海农村社区既是蓝碳资源的直接拥有者和守护者,也是蓝碳资源开发的重要参与者和受益者。本文在梳理蓝碳资源概念内涵与价值特征的基础上,系统分析了蓝碳资源开发与沿海农村社区可持续发展的协同机制,包括生态修复与社区生计改善的协同、碳汇交易与社区集体增收的协同、产业融合与社区经济转型的协同。然而,当前蓝碳资源开发仍面临产权制度不健全、核算监测体系不完善、交易机制不成熟、社区参与能力不足等现实困境。据此,本文从完善蓝碳产权制度、健全核算监测体系、构建多元化交易机制、提升社区参与能力、推动产业融合发展等方面提出协同路径,以期为蓝碳资源开发助力沿海乡村振兴提供参考。
Abstract: Blue carbon serves as a vital mechanism for marine ecosystems to capture and store carbon, playing an irreplaceable role in addressing global climate change. Coastal rural communities are not only direct owners and custodians of blue carbon resources but also key participants and beneficiaries in their development. Building on an analysis of the conceptual framework and value characteristics of blue carbon resources, this study systematically examines the synergistic mechanisms between blue carbon development and sustainable development in coastal rural communities, including the synergy between ecological restoration and livelihood improvement, carbon trading systems and collective income growth, as well as industrial integration and economic transformation. However, current blue carbon development faces practical challenges such as inadequate property rights frameworks, insufficient accounting and monitoring systems, immature trading mechanisms, and limited community participation capacity. To address these issues, the paper proposes coordinated strategies focusing on improving blue carbon property rights systems, enhancing monitoring frameworks, establishing diversified trading mechanisms, strengthening community engagement, and promoting industrial integration—all aimed at providing actionable recommendations for leveraging blue carbon resources to support rural revitalization in coastal regions.
