多元主体协同治理视域下社会组织参与社区养老服务的困境与对策研究

Research on the Dilemmas and Countermeasures of Social Organizations Participating in Community Elderly Care Services from the Perspective of Multi-Stakeholder Collaborative Governance

摘要: 随着我国人口老龄化趋势的加速，社区养老服务面临前所未有的挑战与机遇。传统的养老服务模式已难以满足日益增长且多样化的养老服务需求，因此，构建一个由政府、社区、企业、社会组织等多元主体共同参与、协同治理的社区养老服务体系显得尤为重要。本文借助多元主体协同治理的理论视角，总结归纳社会组织参与社区养老服务供给面临的问题、产生原因，并从社会组织、政府、社会公民、企业等角度出发，有针对性地完善社区养老服务供给中社会组织参与路径。

Abstract: As the aging trend in China accelerates, community elderly care services are facing unprecedented challenges and opportunities. Traditional elderly care service models have struggled to meet the growing and diverse demands for such services. Therefore, it is particularly important to establish a community elderly care service system that involves collaborative governance by multiple stakeholders, including the government, communities, enterprises, and social organizations. This paper, from the theoretical perspective of multi-stakeholder collaborative governance, summarizes the problems faced by social organizations in participating in the provision of community elderly care services and their causes. It also proposes targeted measures to improve the participation pathways of social organizations in community elderly care service provision, from the perspectives of social organizations, the government, social citizens, and enterprises.
