产业链延伸视角下绿色农业与农旅融合的动力机制及模式创新

Dynamic Mechanism and Model Innovation of Green Agriculture and Agriculture-Tourism Integration from the Perspective of Industrial Chain Extension

摘要: 在全面推进乡村振兴与农业绿色转型的双重背景下，绿色农业与农旅融合的深度发展成为破解农村产业结构单一、附加值偏低困境的重要路径。本文立足产业链延伸分析视角，选取东部近郊发达区域江苏省南京市溧水区、中西部生态资源富集山区江西省资溪县两类差异化县域作为实证样本开展对比研究，系统拆解两类区域绿色农业联动乡村旅游的运行逻辑、实践成效与发展短板，通过跨区域案例对照增强论证客观性与现实适配性。研究发现，两者融合发展受需求拉动、技术创新驱动、企业竞合发展、政策引导支撑与资源赋能基础五大动力共同作用；五大动力分层协同驱动产业演进，落地实践中分化出纵向链条延伸型、横向功能拓展型、多元复合集聚型三类主流发展模式。在实践层面形成了纵向链条延伸型、横向功能拓展型与多元复合集聚型三类典型模式。当前融合发展仍面临产业链发展不均衡、系统适配性不足、融合层次较浅、要素保障不足等现实制约，据此本文从差异化全产业链延链补链、分层培育区域公用农旅品牌、分区完善城乡配套基建、健全跨部门协同治理与要素保障机制四个维度提出优化路径，需从延伸产业链条、强化品牌建设、完善基础设施、健全保障机制四方面持续优化，推动绿色农业与农旅融合向全产业链、高附加值方向升级。

Abstract: Against the dual backdrop of comprehensively advancing rural revitalization and the green transformation of agriculture, the in-depth integrated development of green agriculture and agritourism has become a vital approach to addressing the dilemmas of simplistic rural industrial structures and low added value. From the perspective of industrial chain extension, this paper selects two differentiated county-level empirical samples to conduct a comparative study: Lishui District, Nanjing City, Jiangsu Province, a developed suburban area in eastern China, and Zixi County, Jiangxi Province, an ecologically resource-rich mountainous region in central and western China. It systematically dissects the operational logic, practical outcomes and development shortcomings of the linkage between green agriculture and rural tourism in the two types of regions, and strengthens the objectivity and practical adaptability of arguments through cross-regional case comparison. The study reveals that the integrated development of the two sectors is jointly driven by five forces: demand pull, technological innovation drive, enterprise competition and cooperation, policy guidance and support, and resource endowment foundation. The five forces advance industrial evolution through hierarchical coordination, and three mainstream development models have emerged in practical implementation: vertical industrial chain extension model, horizontal function expansion model, and diversified composite agglomeration model. In practice, three typical models have taken shape, namely the vertical industrial chain extension model, horizontal function expansion model and diversified composite agglomeration model. At present, such integrated development is still restricted by practical obstacles including unbalanced industrial chain development, inadequate systematic adaptability, shallow integration level, and insufficient factor guarantees. Accordingly, this paper proposes optimization pathways from four dimensions: differentially extending and supplementing the whole industrial chain, cultivating regional public agritourism brands in a hierarchical manner, improving urban-rural supporting infrastructure by region, and perfecting cross-departmental collaborative governance and factor guarantee mechanisms. Continuous improvements should be made in extending industrial chains, strengthening brand development, upgrading infrastructure, and perfecting guarantee mechanisms, so as to promote the integration of green agriculture and agritourism toward full-industrial-chain development with higher added value.
