Innovation and Development of Traditional Culture in the Context of Rural Revitalization

摘要: 在乡村振兴全面深化的背景下，传统古文化的创新与发展已成为关乎乡村文化振兴根基的核心命题。本文从政策体系、现实困境、解决路径与未来趋向四个维度展开系统分析。研究发现，当前我国已构建起以传统村落保护制度、“文艺赋美乡村”专项计划、非物质文化遗产传承体系为支柱的政策框架，为传统古文化的创新发展提供了制度保障。然而，政策落地过程中仍面临保护与开发失衡、传承主体断裂、机制碎片化、数字鸿沟加剧等多重困境。破解这些困境需要构建“法规完善–主体培育–机制创新–数字赋能”四位一体的系统路径。展望未来，传统古文化的创新发展将呈现政策精准化、参与多元化、业态融合化、价值人本化等趋势，其核心在于实现文化守护与乡村可持续发展的深层统一。

Abstract: Against the backdrop of the comprehensive deepening of the rural revitalization strategy, the innovation and development of traditional ancient culture has become a core issue concerning the very foundation of rural cultural revitalization. This paper conducts a systematic analysis from four dimensions: policy system, practical dilemmas, resolution paths, and future trends. The findings reveal that China has currently established a policy framework supported by the protection system for traditional villages, the special program “Art Enriches the Beauty of Rural Areas”, and the inheritance system of intangible cultural heritage, which provides institutional guarantees for the innovative development of traditional ancient culture. However, in the process of policy implementation, multiple dilemmas persist, including an imbalance between protection and development, a disconnection of inheritance subjects, fragmentation of mechanisms, and a widening digital divide. Addressing these dilemmas requires the construction of a four-in-one integrated path encompassing “improving regulations, cultivating subjects, innovating mechanisms, and empowering through digitalization”. Looking ahead, the innovative development of traditional ancient culture will exhibit trends such as policy precision, diversified participation, integration of business formats, and people-oriented values, with the core objective being the realization of a deep unity between safeguarding cultural roots and promoting sustainable rural development.
