基于新发展理念的农业高质量发展水平评价及区域差异研究——以辽宁、山东、江苏三省为例

Evaluation and Regional Differences of High-Quality Agricultural Development Based on the New Development Philosophy—A Case Study of Liaoning, Shandong and Jiangsu Provinces

摘要: 基于创新、协调、绿色、开放、共享的新发展理念，运用文献频率分析法构建包含5个维度14项指标的农业高质量发展评价体系，以辽宁、山东、江苏三省2024年数据为例，采用熵值法确定指标权重，结合TOPSIS法测算发展水平并开展敏感性分析。结果表明：三省综合得分依次为江苏(0.578)、山东(0.443)、辽宁(0.324)；共享维度权重最高(0.332)，城乡收入与消费差距是影响评价结果的关键变量；剔除权重最高的农产品出口额指标后，江苏的领先位次保持稳健，山东与辽宁的排序发生互换，说明山东的相对优势高度依赖开放维度单项支撑。基于三省特定案例的诊断结果，分别提出针对性对策建议。

Abstract: Based on the New Development Philosophy of innovation, coordination, green, openness and sharing, this study constructs an evaluation system of high-quality agricultural development with 14 indicators across five dimensions through literature frequency analysis. Using 2024 data of Liaoning, Shandong and Jiangsu provinces, the entropy weight method and TOPSIS method are applied for comprehensive evaluation and sensitivity analysis. The results show that Jiangsu (0.578) ranks first, followed by Shandong (0.443) and Liaoning (0.324). The sharing dimension carries the highest weight (0.332), and urban-rural income and consumption gaps are the key variables shaping the evaluation results. After removing the highest-weighted indicator (agricultural exports), Jiangsu’s leading position remains robust while the ranks of Shandong and Liaoning switch, indicating that Shandong’s relative advantage relies heavily on the openness dimension. Targeted policy recommendations are proposed based on the diagnosis of the three case provinces.
