嵌入性理论视角下社区养老服务的多元主体协同机制研究

Research on the Multi-Agent Collaborative Mechanism of Community Elderly Care Services from the Perspective of Embeddedness Theory

摘要: 随着我国人口老龄化程度不断加深，社区养老服务在养老保障体系中的地位日益凸显。相较于传统家庭养老模式，社区养老更强调政府、社区、社会组织、市场主体及家庭等多元力量的共同参与，以实现养老服务供给的精准化、专业化与多样化。本文从认知嵌入、结构嵌入、关系嵌入三个维度构建分析框架，阐释社区养老服务多元主体协同的内在逻辑，诊断当前实践中存在的合作认知不足、协同结构松散、主体信任薄弱等现实困境，并从强化价值共识、搭建协作平台、培育信任网络等方面提出优化路径。

Abstract: As the aging population in China continues to deepen, the role of community-based elderly care services in the elderly care security system has become increasingly prominent. Compared to the traditional family-based elderly care model, community-based elderly care emphasizes the joint participation of multiple stakeholders, including the government, communities, social organizations, market entities, and families, to achieve precision, professionalism, and diversification in the provision of elderly care services. This paper constructs an analytical framework from three dimensions: cognitive embedding, structural embedding, and relational embedding, to elucidate the inherent logic of multi-stakeholder collaboration in community-based elderly care services. It diagnoses the current practical dilemmas such as insufficient cooperative cognition, loose collaborative structure, and weak trust among stakeholders, and proposes optimization paths from the aspects of strengthening value consensus, building collaboration platforms, and cultivating trust networks.
