产学研协同发展与区域创新绩效——基于空间溢出效应的实证检验

摘要: 产学研协同合作是提升区域创新绩效的重要手段,已成为区域经济转型发展的重要支柱。基于此,本文使用2011~2022年长江经济带、泛珠三角区域以及环渤海经济区中国三大经济区的面板数据,应用熵值法和数据包络分析(DEA)法分别测算产学研协同程度以及区域创新绩效,利用空间计量模型探究产学研协同发展程度对区域创新绩效的影响作用。研究发现:不同经济区的产学研发展程度对区域创新绩效影响不同,长江经济带呈现出显著的促进作用,泛珠三角区域和环渤海经济区呈现出显著的抑制作用;长江经济带没有呈现出显著的空间溢出效应,泛珠三角区域和环渤海区域则呈现出显著的负向空间溢出效应。提出的政策建议包括推行科创飞地双向考核、实施专利低价许可退税、采用企业先投后补、设立创新均衡税、组建跨区域股权联合体并共享仪器。
Abstract: Industry-university-research (IUR) collaborative cooperation is an important means of enhancing regional innovation performance and has become a key pillar of regional economic transformation and development. Based on this, using panel data from China’s three major economic regions—the Yangtze River Economic Belt, the Pan-Pearl River Delta region, and the Bohai Rim Economic Zone—for the period 2011~2022, this study applies the entropy method and Data Envelopment Analysis (DEA) to measure the degree of IUR collaboration and regional innovation performance, respectively, and employs spatial econometric models to investigate the impact of IUR collaborative development on regional innovation performance. The findings reveal that the effects of IUR collaboration on regional innovation performance vary across economic regions: the Yangtze River Economic Belt shows a significant promoting effect, while the Pan-Pearl River Delta and the Bohai Rim Economic Zone exhibit significant inhibiting effects. Moreover, no significant spatial spillover effect is found for the Yangtze River Economic Belt, whereas the Pan-Pearl River Delta and the Bohai Rim region display significant negative spatial spillover effects. The proposed policy recommendations include: implementing two-way performance assessment for science and technology innovation enclaves, introducing tax rebates for low-cost patent licensing, adopting a post-investment subsidy scheme for enterprises, establishing an innovation balance tax, forming cross-regional equity consortia, and sharing research instruments and equipment.
