数字技术赋能银发经济——农村智慧养老服务的应用困境与突破路径

Digital Technology Empowers the Silver Economy—Challenges and Breakthrough Pathways in the Application of Smart Elderly Care Services in Rural Areas

摘要: 我国已步入老龄化社会，数字新质生产力为银发经济注入新动能，但面临三大现实困境：技术创新动力不足，产品同质化且数据孤岛现象严重；市场供需错配，产业集群度低；农村基础设施建设有待提高。为此提出三条路径：一是构建多元激励与风险分担机制，加大财政支持，鼓励产教融合与用户参与式设计，激发科技创新。二是以科技创新促进供给多元化。三是加强适龄化基础设施建设，针对农村网络短板实施精准覆盖，降低资费，设立村级共享终端，推动数字养老资源下沉，建立物联网应急响应机制，实现普惠。

Abstract: China has entered an aging society, and digital new-quality productivity has injected new momentum into the silver economy. However, it faces three major practical dilemmas: insufficient motivation for technological innovation, product homogeneity, and a serious data island phenomenon; market supply and demand mismatch, low industrial clustering; and rural infrastructure construction needs improvement. To address these issues, three paths are proposed: first, to establish a diversified incentive and risk sharing mechanism, increase financial support, encourage industry-education integration and user-participatory design, and stimulate technological innovation. Second, to promote supply diversification through technological innovation. Third, to strengthen the construction of age-appropriate infrastructure, implement precise coverage for rural network shortcomings, reduce tariffs, set up village-level shared terminals, promote the sinking of digital elderly care resources, establish an IoT emergency response mechanism, and achieve inclusivity.
